Jim TomlinsonJim Tomlinson draws on 30 years of experience in the communications industry and 20 years of experience as a communications lawyer to help clients with a wide range of telecommunications and cable issues, including federal, state, and local regulatory matters, programming network issues, and contract negotiation and enforcement. Jim’s clients include wireless carriers, VoIP providers, competitive local exchange carriers (CLECs), and cable and broadband providers. As a former senior in-house counsel for an international telecommunications provider, Jim has extensive practical experience with commercial and regulatory legal issues for telecommunications clients. Prior to practicing law, Jim was a systems engineer, corporate account manager and network planner with a large telecommunications company, giving him an in-depth understanding of broadband networks and business issues facing communications companies.

KC HalmAlan Galloway focuses his practice on telecommunications and technology. He represents both local and national communications clients before state utility commissions, municipal governments, and in litigation. He has extensive experience with the FCC’s universal service program, including the Lifeline program and the Rural Health Care Program.


Zeb ZankelZeb Zankel concentrates his practice on communications law. He counsels on a wide variety of regulatory and litigation matters. Zeb has experience within both the public and private sector, having worked as a judicial extern for a superior court judge and an extern for the California Public Utilities Commission, in addition to clerking at both a law firm and two in-house legal departments.
